Consumer chance games are coming. Introduced by the Abruzzo decree in 2009, money change lotteries will land in Italy.
The directorial Decree which contains the technical specifications for consumer game’s terminals has been issued.
Consumer’s chance games are coming. Introduced by the Abruzzo decree in 2009, money change lotteries are to land in Italy.
The directorial Decree – issued by the State Monopolies - contains the technical specifications and the operation modes of cash registers for the functions set forth by the general regulations applying to this kind of games. In order to offer consumer games to the public, gaming terminals will be needed which – before being placed on the market – shall undergo the set conformity checks. The terminal gaming software only allows you to play when the payment receipt has been issued.
The software for the consumer gaming terminals shall only interact with the fiscal part in connection with the gaming features.
More specifically, the whole set of operations relating to the issue of the receipt must be in compliance with the 5 rules formulated in Ministerial Decree of March 23, 1983 (on cash registers) and cannot be modified by the gaming software. The gaming functions and data are necessarily contained in the sealed unit of the cash register. The software unit will check the gaming data and functions for integrity and, in the event of a negative feedback, will ensure that only the gaming features are locked out. Moreover, any external access to the memory that stores the gaming data will be inhibited. Only for the purpose of the operations falling under this decree, the gaming software has to provide that access takes place via functions that are controlled by the software application itself. The gaming software ensures the receipt and management of virtual tickets, the regular collection of the gaming data recorded in the game terminal and its transfer to the dealer’s system. The gaming software applies the criteria and rules set for the sale of tickets of each chance game. The software will only allow the game to be played after the payment receipt has been issued.
The gaming amount cannot exceed the limit set by the specific game’s regulations. The decrees that set up the individual games can define the format and particulars of the receipt containing the gaming details.
The receipt stating participation in the consumers’ game can only be issued with reference to payment receipts issued for the sale of goods or services.
The gaming software provides printing of the participation receipt on a separate section and separated by at least three blank lines after the line containing the fiscal logo on the same paper slit as the payment receipt.
If the paper ends, or in case of malfunction of a cash register, the printing of the gaming receipt will stop regular operation is restored.
Once proper operation of the device has been restored, the gaming terminal shall print last operation’s receipt which was not completed prior to the interruption. The decrees that set up the individual games can define the format and particulars of the receipt containing the gaming details.
For each gaming session, the electronic journal provides at least the name of the game, the ID number of the series to which the tickets belong, the ID number of the first and last purchased tickets of the series along with the total amount of the game.
